This is a Non-PAWS dog - Elsa

Female, pure-breed Chow abandoned (or lost?) and been living on the streets for many weeks now.  As a result she is very nervous but is being cared for and is gradually getting used to being handled by people once again.  But she needs a permanent home where she can relax and learn to trust again.
